CDR 20-30 W Allens Lane

On August 17, 2022 at 7:00 PM, West Mt. Airy Neighbors will convene a community civic design review
meeting to discuss a four story, 76-unit apartment building proposed for construction at 20-30 W. Allens
Lane (former home of MacLens Auto Body Repair shop). It is important for the community and those
attending the meeting to understand that this is not a typical “zoning” meeting to consider a pending
appeal to the Philadelphia Zoning Board of Adjustment. The current RM-1 Zoning Classification permits
the construction of the proposed 76-unit apartment building “By-Right.” No special zoning approval is
required; however, under the Philadelphia Zoning Code, an apartment building of this magnitude must
undergo “Civic Design Review” at the community level and at the Philadelphia City Planning Commission
level. The Zoning Code states: “Design review… shall be advisory. The applicant is encouraged to accept
the results of design review and incorporate them into the design….” Among the criteria that are to be
considered are:
1.) What is the existing context of the site in the surrounding neighborhood.
2.) How will the proposed project function in the neighborhood.
3.) Does the project enhance neighborhood qualities.
4.) Is the project compatible with the character of the neighborhood.
5.) Has the local community organization been engaged.
