Airy Neighbors will convene a community civic design review\nmeeting to discuss a four story\, 76-unit apartment building proposed for construction at 20-30 W. Allens\nLane (former home of MacLens Auto Body Repair shop). It is important for the community and those\nattending the meeting to understand that this is not a typical “zoning” meeting to consider a pending\nappeal to the Philadelphia Zoning Board of Adjustment. The current RM-1 Zoning Classification permits\nthe construction of the proposed 76-unit apartment building “By-Right.” No special zoning approval is\nrequired; however\, under the Philadelphia Zoning Code\, an apartment building of this magnitude must\nundergo “Civic Design Review” at the community level and at the Philadelphia City Planning Commission\nlevel. The Zoning Code states: “Design review… shall be advisory. The applicant is encouraged to accept\nthe results of design review and incorporate them into the design….” Among the criteria that are to be\nconsidered are:\n1.) What is the existing context of the site in the surrounding neighborhood.\n2.) How will the proposed project function in the neighborhood.\n3.) Does the project enhance neighborhood qualities.\n4.) Is the project compatible with the character of the neighborhood.\n5.)
